Citizens Charter:

Introduction

The J&K State Rehabilitation Council has been created vide Administrative decision No. 21 Dated. 14-02-1996. The Council stands registered under the Societies Act - VI of 1998 (1941 A.D). The objectives of the Council are to provide assistance for the physical, psychological and economic rehabilitation of the victims of militancy in Jammu and Kashmir with special focus on widows, orphans, handicapped and aged persons whose bread winner is killed or incapacitated as a result of militancy.

 

Set Up:

The Rehabilitation Council is a three tier body comprising:-

  • Governing Council headed by the Hon'ble Chief Minister.
  • Executive Council headed by the Chief Secretary, J&K
  • District Level Committees headed by the Deputy Commissioners of respective districts.
Governing Council
The Governing Council is the apex body of Rehabilitation Council and comprises of 21 Members (11 official and 10 non official members). It is headed by the Hon'ble Chief Minister. It lays down policies for the Rehabilitation Council.

Executive Council
The Executive Council comprises of 7 members and is responsible for execution and management of activities of the Rehabilitation Council. It is headed by the Chief Secretary. The other members of Executive Council are:-
  • Financial Commissioner, Planning & Dev. Department.                                                      : Member
  • Joint Secretary, J&K Affairs, Ministry of Home Affairs, GoI.                                               :Member
  • Principal Secretary, Home Department.                                                                                : Member
  • Commissioner/Secretary, Social Welfare Department                                                        : Member
  • Commissioner/Secretary, Finance Department.                                                                  : Member
  • Executive Director, Rehabilitation Council.                                                                           : Member Secretary
  • One representative of Ministry of Social Justice and Empowerment, Govt. of India.      : Special Invitee
  • One representative of N.F.C.H.                                                                                              : Special Invitee  

District Level Committees
The District Level Committee is responsible for identification and scrutiny of the beneficiaries.  The State Rehabilitation Council releases funds to the beneficiaries through DBT mode. The District Level Committee comprises of the following members:-
  • District Development Commissioner       : Chairman
  • Chief Medical Officer                                    : Member
  • District Social Welfare Officer                    : Member Secretary
  • District Education Officer                            : Member

 

Objectives:

The objectives of the Council are to:-

  • Provide relief and immediate succor to destitute victims of militancy.
  • Formulate and undertake programmes or projects, schemes for assistance to widows, orphans, handicapped and old aged persons and women of families affected by militancy in particular for their education, vocational training and rehabilitation.
  • Undertake programmes or projects for assisting in the physical, psychological and economic rehabilitation of the widows, orphans handicapped and old persons particularly those who are affected by the militancy related activities.
  • Provide better coverage to its beneficiaries under various ongoing welfare and development schemes of the Government.
  • Rehabilitate persons rendered physically handicapped by militancy, by way of fitment of limbs etc.
  • Cooperate with the Central Government, other State Governments and UTs and secure the assistance/ cooperation of voluntary organizations/ NGOs /Commercial and Industrial Organizations and other bodies in promoting the objectives of the Council.
  • Provide information services, set up libraries, bring out necessary literature to promote the objectives of the Council.
