Persons rendered widows, orphans, handicapped due to the activity of militancy are eligible under various schemes of the State Rehabilitation Council. Old aged persons who have lost their bread earner due to militancy are also eligible. Widows/grownup daughters who opt for re-marriage are eligible for one time assistance of Rs. 20,000/- for their marriage.

Other schemes of the Rehabilitation Council

Providing of Motorized Tricycles (Fuel Operated) to the Handicapped People.

As a step towards empowerment of physically challenged persons, the J&K State Rehabilitation Council with the approval of Executive Council provides motorized tricycles in favour of orthopedically disabled citizens most preferably students, girl students, artisans and small vendors in order to enhance their hassle free mobility.  The beneficiaries are identified by the District Level Committees under the Chairmanship of the District Development Commissioners in terms of prescribed guidelines.  These motorized tricycles are being procured through the Director, State Motor Garages for distribution, free of cost, among the eligible disabled persons in the State.

The State Rehabilitation Council has so far provided 259 Motorized Tricycles (TVS Wego) to physically challenged persons in the State. During the current year, State Rehabilitation placed supply orders with M/s TVS Motors Company through Director, State Motor Garages for procurement of 208 units of TVS Motorized Tricycles consignment of Jammu Division has been distributed through District Development Commissioners (Chairman DLC) in collaboration with l9cal Hon’ble MLA/MLCs as approved by Hon’ble Minister for Social Welfare. In respect of Kashmir Division, the allotted Tricycles shall be distributed shortly.

There is pending demand of 700 beneficiaries (which is likely to go up) awaiting for motorized tricycles. State Rehabilitation Council proposes to extend this facility in phased manner starting from providing of 160 more tricycles during the year 2017-18 involving an expenditure of Rs. 1.00 crores which is to be released from the PD & M Department in pursuance to Executive Council decision dated.09-07-2015.

For sanction of these tricycles by District Level Committee (DLC) the following guidelines are followed:-

i)       The persons shall be a citizen of Jammu and Kashmir within the age group of 18 to 50 years.

ii)      He/ She should have a certificate of the concerned Medical board that he/ she is a disabled person with disability of 40%  or more. The disability should not in any case be in his upper limbs/ vision/ hearing.

iii)     In case of disabled person who are employed/ self-employed or getting pension, the monthly income from all sources shall not exceed Rs. 10,000/-.

iv)     In case of dependents, the income of parents/ guardians shall not exceed Rs. 10,000/- per month.

v)      He / She should not have received assistance from the government, Local Bodies and Non- Governmental Organization during the last 3 years for the same purpose.

vi)     He/ She should be competent to drive the tricycle.


Project “Watan Ko Jano” Youth Exchange Programme.

  • Funded by Department of Kashmir Affairs, Ministry of Home Affairs, Govt. of India.  

The J&K State Rehabilitation Council, under Youth Exchange Programme of Department of J&K Affairs, Ministry of Home Affairs, Govt. of India has organized Jammu & Kashmir Youth Exchange Programme Project “Wattan Ko Jano” in the month of December 2015.  The Project has been conceived with an understanding to create positive impact in highly vulnerable age group of 15 – 24 years.

The selection of children is made by the DDCs/ DSWOs on the basis of criteria Indicated as under:-

1.      Preference is given to school going orphans of militancy hit victims followed by destitute, orphans of Balashram’s/Narinikatan and other orphans in the age group of 14 to 24 years.

2.      School going children who have good record in games/ debates/ painting and other cultural activities.
